Sorry, I'm not a very reliable source to knowing how safe it is because i didn't download it, I already have Counter Strike: Source. Try to see if there are websites that are safer or ask someone who has downloaded the CSS textures from a website such as a friend. You can try making a discussion on steam but you should be a little cautious when doing that since phishers can use that chance to give you unsafe links. Sorry that i cant really help.
