"Reminded me GTA V wasn't a good IV sequel" but... how are they linked when GTA V doesn't take place in Liberty City or the IV story. I mean there are a few references but they aren't relevant to the plot.

Yeah. Valve has used that for a long time and it fucks up the models. Idk why they choose that method. :/

It has something to do with the models bones / weights not reacting well with the custom animation.
