If you use Nexus Mod Manager or Mod Organizer, install XPMS to see if your problem is gone.
If you use exclusively mods from Steam and nothing for other sites, you shouldn't have any loose files on your skyrim\data\meshes\...\character assets\ folder.
It is better to check your mods and try to find which one could be adding the skeleton files first (a body mod or a female follower mod are more likely to do that, the author could have included the skeleton files by mistake - and is a mod grabbed outside Steam for sure, since Steam mods come packed on .bsa files and your problem is a loose file).
If you know how to do it, do a full install of XPMS, overwriting all the files.
So I'll do the following: browse your skyrim\data\meshes\actors\character\character assets\ (this is the folder where custom skeleton from loose files mod go) and see if there is a file named skeleton.nif there. If it is, that is the skeleton that is being used in your current gameplay (loose files have priority over packed files like FSFAR).
If you don't have the loose skeleton file above, I can only think of some "out of memory" issue since the model is quite demanding for low-end computers. Do you have SKSE installed?
- on Nexus, looking for XPMS or XPMSE
- search and install "F.S.F.A.R Female Skeleton for all Races" here on Steam, making sure it is the last plugin on your load order
What Skyrim can handle limitless is the VRAM (different thing), so if you have a VRAM around 1-2GB you may want to optimize your textures; above that, only if you use tons of texture mods.

I strongly recommend to optimize your textures first using a SMCO tool to decrease VRAM (get it here, make sure to read the instructions: http://www.nexusmods.com/skyrim/mods/13529/? ) and to install SKSE to stabilize your system (get here on Steam http://psteamproxy.yuanyoumao.com/app/365720/?) . Both are NOT mods, but tools to increase your system resources and make your game less prone to CTD.
Make sure to read the install instructions of both tools carefully.
