You should have a spellbook by default if you dont have normal one.

Emmm. Everyone cannot equip the magic spell book. I tried tf_forced_holiday 2 but it didn't fix it.

The noises from the zombie play randomly on loop, as long as you don't stand to close to it, you shouldn't be hearing it that loud. Probably bug.

You should just be able to download and "make your own server" or go in console and write "map manor_of_fun"

I dont know any current server running this but it's sadly not a well optimized map so it may not run so well on big servers.
