Thank you guys, I have with the cheat tool so when I place something it store it but also place it, so when i place some grass it take all my storage and block all the truck so I can't bring prisonners etc. So thx to all of you :D

(sry if there is a lot of error, im french :steamfacepalm:)

unfortunatly you can't access the clemency rate via lua-scripting :(

Aaron, have you tried enabling subscribing to the mod on the steam workshop, enabling it in your mods area? (Main Menu -> Extras -> Mods) and then clicking apply?
