well, i mean, from what i've read adopted children give the robes to the player. or sometimes they are avalible in solitude, but either way this is still pretty useful

never seen them, even in hearthfire. But regardless, having NPCs wear the different variations of robes is definitely a feature not present in Hearthfire.

Which DLC? I'm pretty sure that's not true because I bought the legendary version and have never seen these robes outside the editor.

some of these you just need to get dlc for, literally too

I know I'm late by 2 YEARS but I'm pretty sure you can at least get their cuffed boots, I swear I found them in the East Empire Warehouse

Torygg's and Elisif's clothes and the matching Cuffed Boots are unobtanable (unless you're keen to use the console).
