You subscribe (green "+" button) to things in the workshop. They get downloaded the next time you run COH2. It can take a few minutes for them to be available in COH2 after you launched it, depending on how many subscribed items need to be downloaded or updated.

Yes, I have tested it with friends in multiplayer. But my understanding is that mods (including these skins) only work in custom games and not in automatch. That's Relic's rule. I'm also not sure if they are automatically downloaded by players in the match (like maps) or if everyone on the match needs to subscribe to them individually.
