As far as I know, you can. You still have the night and day cycle. The only assets that you'll be unable to make are bus terminals, taxis and stuffs related to bycicle lanes. Just my two cents :)

Well, read a little about the update. It adds night cycle, so you might like to add some lights to the cars :)
