I just tested the mod alone and it worked fine, also tested with the base Community Patch (no other part of it).
A minor bug was fixed in a newer version, but it does not the problem you described. Still it might be better to go here: https://forums.civfanatics.com/resources/fortress-borders-mod-overhaul-outposts.23986/ and also read the description, eg. it will not claim tiles in range of 3 tiles of any city.
You can also check ...\Documents\My Games\Sid Meier's Civilization 5\Logs\Lua.log file and search for "Fortress_Borders " if it shows any errors. It at least should show up one time, saying that the mod was loaded.
@Kiltzombie: To change maintain costs, it is just a simple number you have to change.
Search for CIV5Improvements_Vorposten.xml and change the "GoldMaintenance" to 0

I can't imagine any reason, why it should not work with CP and unfortunately I don't have the time to study that big mod.
It works flawless without community patch.
You could test it without CP (and with whowrads DLL instead), just to make sure it is really CP to blame.

No, the outposts will behave the same. So they will take/give back land like described in my description.

For AI it is just an improvement that costs 5 gold and gives 35% defense, so usually they won't build it. Even if they do, they will build it within their territory.

Yes ;) But you can't work this tile, unless it is in your working range of your city.
But you can:
- gain access to luxuries and strategic ressources.
- heal your units faster
- upgrade your units
- and all the other things you can do in your territory
No I had no such possibilties in mind while creating the mod.
So if you take land by military which is owned by an outpost, it could be that the outpost takes the land back... but I'm not sure.
So I think you should just test out what happens and report back, maybe I can solve it ;)
oh and the vanila homesteaders are settlers (Siedler) and you need to conquer cities in order to occupy them with military units. :) /joke

I'm not sure what you mean... I play the german game, so sometimes I don't know the equivalent to some english buildings/units. What are Homesteaders? And how to occupy territory by military?
How does this work with the Homesteaders or Military Occupy territory becuase they both take tiles. Would they work like the Citedels?
