As funny as this is. I can see the mods over in the Gmod discussion forums getting pissed off with the influx of kids asking "wtf why am I VAC banned" and might just have this addon removed.

Install it, create a game, add password, try to connect with wrong password and you will see a custom "Wrong password" massage, it seems that it's working. After it try to ban yourself (in console lua_run player.GetBySteamID("YOURSTEAMID"):Ban( 1 ). And try to connect, you will see a custom VAC ban massage.

@americal, I had this installed on my server. The addon didn't seem to work, is it a console command that you type in that makes this happen? Because I saw nothing in the ulx menu.
