It very likely uses the wiremod turret. Unfortunately that simulates a standard player-usable weapon using the same shoot function (Entity:FireBullets) as a swep would.
Theoretically, you could add another weapon model path to the lua/wire/stools/turret.lua file in the addon's files. That's a lot of work and might not even work correctly.
Something that might work better is to use a tool like the Model Manipulator from the workshop, and use that to copy+paste a dragunov model onto the turret. However that'd only be cosmetic and would not affect the function of the turret at all.
If what you want is high damage and accuracy + low firing rate, you can simply get the turret tool out, change some values, then apply the values to the existing turret.
