Agree with the below two posts. The deserters should be in cities of the opposing faction. If they stayed in the cities of the factions they joined originally, they'd be killed for betraying their cause.

Yeah, deserters in opposite cities. You could also add wandering groups of deserters? or just reskin some bandits as deserters of faction x or y

This is a great idea, but i think it would make more sense if the locations were flipped, stormcloaks in whiterun, and imperials in windhelm. Also maybe they leave, or get killed if the city is taken over during the civil war.
