Alternatively I think a standalone perk set would be a great idea for these new spells, and changing them to do slightly less damage than say fire since they reduce both the regeneration of magicka and stamina.
You get them the same way you get the vanilla spells. Just go buy the from a shopkeeper.

I'll add perks for water spells eventually. I decided to leave perks out in the begining because a fair amount of people who used the wind magic mod experienced conflicts with other mods that changed the perks of the destruction tree. Currently I'm working on a mod that combines water, wind , and earth magic. After I release that one, I'll relase another version that contains perks for the new magic types.

The combined mod should be done by the end of the month, but I can't say for certain when I'll release it on the workshop. Currently I plan on releasing a beta version on the nexus first, then once I'm satisfied i've fixed any bugs that I overlooked, I'll release it on the workshop.
Some might say water is too main*stream* though.
