Also, all waistcoats (AE: vests) I know have a so-called "waistcoat rear cinch" or "vest belt" (a fabric strap with a single metal buckle or double buckles, depending on design) at the back in the lumbar area, to be able to tighten standardized fit waistcoats to fit snugly against the body after they are buttoned, especially if you were planning to wear a coat over it.
In custom-tailored waistcoats made to fit the wearer's body this cinch was sometimes left out. I could see the Engineer purchasing a custom tailored vest, but in that case it should fit perfectly, while this one looks to be rather loosely fitting. He may of course like it to be a size or two too large to be "roomy" in the desert heat. But still...
