Sadly, I doubt the idea is viable in-game as a taunt. Actually trying to hit another character with the animated lasso would be a nightmare even if the other player stood absolutely still. And then the lasso would need to go around them and reel them in, despite not being a real weapon... how would that even work with collision boxes? If the lasso went through someone it would just look stupid.
And lest someone people now yell, "make it a new weapon, Valve!", no, the concept won't ever become a weapon: For the simply reason that Valve already experimented with a "reverse airblast" ages ago that was supposed to pull people towards the Pyro instead of pushing them away. But that created chaos with the hit detection and lag compensation system, so they shelved the concept.
