Is it possible for you to make a new better looking model for the in-game garbage truck without changing the stats for it? I just want a new model that does not carry more load or is faster.

i have it done for myself so far, with following numbers you might have nice solution:
#1 X: +0.9 Y: +0.7 Z: +0
#2 X: -0.9 Y: +0.7 Z: +0
By that logic alone, there should be no effective change in garbage pile up.
Fewer trucks doesn't matter if a smaller amount of trucks can carry the same amount of garbage in the same time.
So unless you can explain that trucks are horrendously slower to drive around than the time it takes for garbage to pile up, there shouldn't be any issues.
One plus side I can think of is fewer trucks on the road, thus less traffic issues.
