Failing to load or download is from TF2 being slow to update workshop items, give it some time before it picks it up. Restarting your game can also help it.

There is also a direct-link found on the tf2maps thread.

The Map Workshop is still in beta and still has bugs. Many users reported messages like this one: "[TF Workshop] DownloadItem failed for file, map will not be usable [ 454140755 / trimp_devramps ]"
