You can check KillingFloor.log and see if there is a problem.
Serverperks is its own thing, so you need to run serverperks so you can use characters you add in the .ini file.
If you want the vanilla game to use the voices, you need to use the edited upl files and replace your existing upl files. Granted your perks wont level and no achievements will be awarded.
This would only work via server side/single player only.
1st person arms, sound packs and particle effects need to uses a u file in order to work.
After deleting that, add a dash to the 2nd "Player=". This will allow the first row to be read while the 2nd row to be ignored.
Just remember that you will not unlock achievements nor gain offical perk progression.
Seeing that you only need 1 achievement left :P
After you have fully installed, grab the .upl file and place it in your system folder which will over write the original file.
Obviously you must have purchase the character pack in order to actually play as him.
The client log is showing the following error:
Warning: Failed to load 'KF_FosterVoice': Can't find file for package 'KF_FosterVoice'
Also, PCG char is not showing up... maybe due to the missing sound package?
