I'm guessing City State Removal conflicts with one of the following mods, since the game worked once I turned it off. Just thought I'd let you know in case you want to try it yourself. I really want to use this mod.

Thank you so much! I've been working on a few mods that add city states and this will no doubt make testing them unbelievably easier.
