I suggest getting that HECU voice filter mod, Cansin. I don't remember the creator's name but there is an addon on the workshop that contains the new ones but edits them to sound similiar to the original.

I installed this mod last night and started a new game, but when I got to this point, the old scientist never opened his mouth and no voices played for him. It was kinda weird hearing that conversation one-sided!

Kevan Brighting does the voice of the announcer in The Stanley Parable, as well as this specific scientist in Black Mesa. In other words, they are the same voice actor.

Not yet. The file is there and it's named properly, yet the game can't find it. If it were named improperly, the game would have used the Brighting lines as a replacement. But it isn't named incorrectly, and the game isn't using the Brighting lines as well. This is really odd.
