guys. this mod conflicts with everything because i made it almost a decade ago and do not intend to revisit it
you shouldn't have this in your VPK file!

It depends on what, specifically, you want to make and how much effort you want to put into it.
I can recommend some tools and programs to get you started though.
Notepad++
Blender
Paint.NET
GCFScape
VTFEdit (Or get a plugin for Paint.NET to save directly to VTF files)
All of these tools are completely free, no payment required, and all tools I use (Save for VTFEdit since I can save directly to the VTF format with a plugin).
The things that put it all together are your desire to make them and how much time you're willing to spend to learn how to properly use the tools provided. I also recommend learning how to script in Batch. I use it to update mods often.
Personally I've put a lot of time into learning how to use Blender and all of these other programs correctly, almost two years at this point. Experience is the best teacher.

It can be done for Offline mode, to some extent and with limited functionality. The Grenade Launcher's not set up to function like a shotgun with reload_loop animations, meaning some change of code would have to take place to make it function completely like the stock GL in TF2. I'm not going to be making these scripts (as I do not readily know what to modify) but you are more than welcome to find someone who also wishes for this to be so.
But let's say I did. I wouldn't be able to add it to this submission because of client-server inconsistencies, which would lead people to not use this mod (as many more people play online primarily than offline).
It could be done with a server plugin or by modifying the script files, but then you would probably not be able to connect to any servers because of client-server inconsistencies.
