I can't find/access the NPC control room on any version of this map! I've tried installing it and re-installing it, and it just doesn't work, please help!

This does not work on multiplayer so it seems. When I host my own server and I want to play it with my buddy the NPC's won't spawn even after I selected them and stepped through the teleporter.
