The base is a little more than half (which would be 4x5) so it would need about twice as many floors for the same capacity which is ~12 and it has ~30. So I think the capacity should be 1250 (500/12*30) and the upkeep $6000 to maintain the $4.8/patient or $5000 for clinic ratio or at most $6250 if you want to increase the cost per patient a little; like the devs for some reason did; with a purchase price of maybe x2 ($130,000) or a bit more like $160,000. However if you want to stick with the /2 upkeep the patient count should at least be /2 as well (250), and half the initial price too ($32,500).
@BLÀde - This is a smaller alternative of the original one. So it would be unrealistic if it has more capacity for people to visit or sleep in the ward.
