@oeed That's because this building is set as L3. When you turn on the highrise ban the game stops the buildings from leveling up past L3. If it's changed to an L5 it wouldn't grow when the ban is turned on.

This ignores the "no high-rises" limit and is really annoying as a result.

@speadge — it is an L3 residential, which means that rather than being one you place ("ploppable"), it grows automatically and randomly in zones ("growable").

to the author .. this is pretty darn tall for L3 isnt it?
