Correct, no props can be placed under a bridge. The props on the ground are slightly next to the bridge and the parking spots aren't props but markers, which can be placed under a bridge. The only props you'll see under the road are lampposts, which are part of a pathway and those can be placed under an overpass too.. ;)
I really like your idea of aprk like that and I tried to create one myself with a highway over it, but I've come across a problem: I can't place any prop under the road (tried with both highway and a normal road - like you did). because tehy disappear and are not saved.
Have you experienced an issue like that yourself? If so, how did you fix it?
