The track appears first time in the official CS:S map cs_militia made by Turtlerock Studios.
However it is highly similar to Flagler's Track: Northbound , composed by Emerson Parris.

There are legitimate ways to get cs:s content for your gmod, even if you wouldn't buy the game.
then again this map was originally made back in 2010, and I haven't really touched it afterwards
You have probably found one of the easter eggs, good job!
There are several hints that will lead you to there, without having to use noclip or other cheats.
You just have to play the map some time, and you'll probably find those...

Since there's 2 different water levels (pool and sewer), reversing them could crash the server if there's some addons being used. If you're the host (or playing singleplayer), you can try to type in console: ent_fire vesi close (for pool water) and ent_fire vesi2 close (for sewer water).
