Just use terrain-tool, lower the seafloor as much as possible - let the water recede and fill up, then you just have to undo the changes of the terrain.
This will push the water up, and create a tsunami.
You know? Tsunami? This is quite literally how real ones work.
The seafloor drops in height fast, then gets pushed up by the tectonic plates rubbing together creating a tsunami.
This is 3d grade school knowledge, yet you really baffle me by not only being so bound to your screen, but you even use a freaking mod to create a tsunami.
