Exactly what What the Senior Said. this was made as a skin on gamebanana before the hat for engi was accepted into tf2.

This was made before the official Engie hat, therefore, he can just keep this, and it also may not be obselete, may come in handy, you never know.

I actually saw a mod on gamebanana that replaces most of the engies sounds with noises from hotel mario, e.g. saying spaghetti instead of medic. I have no idea if it still works though.
