it is found in thevlevel 6 custom buildings, it has a 10 by 10 approx footprint.

this is a huge mega tower. it employs 50k people. it produces a lot of garbage, it needs local power to avoid brown outs, it has a high fire risk. it produces crime. its a bit like simcities vu tower. plop a police fire, power station and garbage utility next to it
