It's actually not a bug. The developers of the game actually never gave Watson any form of walking animations so they just have him teleport when you turn your back to him.

first time i played that game which was when i still liked old old games, he scared the crap out of me because at the beginning i look at him at the door and i went up the stairs, i heard no foot steps, and i turned around he was right there, and i jumped, either he is a devil, doctor who but way old, or silent as a cat...

I saw first this in a top ten glitches in gaming video. I laughed so hard when I saw it in the workshop. Its just like the game. I watched someone try to play the game but they kept getting scared when they didn't know where he was.
