Similar functions is already included in game. While a map is loaded go to Pause Menu, click on the Gear in the richt pper corner. Choose Options, Gameplay in left section. Then In-game in right section settings and scroll down a little. There you can find "Auto-save every # minutes(s) in game" and "Auto-save every # minutes(s) in editors". You can change the # value.

CITY NAME: MySplendidCity
PREFIX: %City_Name%
SUFFIX: _%year%_%month%_%day%_%time%-autosave
OUTPUT: MySplendidCity-2022_01_29_0130-autosave
Could you be specific on "laggy". I have no control on performance when the game actually saves. That is all game side.
Initial level loaded may cause a hickup for the first few seconds, but nothing else happens on runtime except a counter that uses little to no resources.
This mod needs to be fixed. I switched to the other mod that just uses 1 file. Thumbs down.
Achievements can be enabled/disabled via "Mod Achievement Enabler": http://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=407055819
Autosaving can direct to a form of "cheating". However you may see it. Alternatively you can use "F1" to QuickSave if you are concerned about achievements.
