You have to go into the mod menu, press next, and load your save via the special mod load menu. You can't just load your save from the main menu.
Nice mod. Could be very useful for when you want a more expansionist game. Do you know if it affects how the AI expands?
Though if you insist on doing this purely with Notepad++ you can find your mods in this directory
C:\Users\I[insert your user account]\Documents\My Games\Sid Meier's Civilization 5\MODS\
And look at how to set up the .modinfo file so it shows in the game.
To find out what values and their names you will want to go open up the .xml files located in this directory.
Program Files (x86)\Steam\SteamApps\common\Sid Meier's Civilization V\Assets\Gameplay\XML
After find out what value you want to mod, all you need to do is plug in the right values into my sample code here.

1. Have you tried disabling any other mods (that could potentially override this mod)?
2. Did you start a new game when enabling this mod?

It's just a way for the game to don't let you expand too much and take over the world very easily.

The mod isn't working for me. It's installed and activated, but there's still unhappiness generated by pop.
Yeah it's some conflict but I might screw up my save if I try to figure out what mod is causing it
And on top of the base unhappiness, there's still an occupied unhappiness for population. Like one for regular population, and another for occupied population.
If you don't want to try to re-teach yourself the game and stuff I should be able to just counter the unhappiness by getting all your happiness cheat mods, but it won't be the same

This mod doesn't change anything in how buildings work. So this mod isn't the one that causes the conflict.
And I already made a mod that removes the flat -5 unhappiness from occupied cities. Unless that is not the right unhappiness modifer that you're talking about... I haven't played this game in 3 years so if that isn't the right when you're talking about then I ll see what I can do.
I don't want to spend the time to figure out what is causing the issue, especially since I'm in the middle of a really fun game (with 3 occupied cities)
So I was wondering, if it's easy for you, to make a mod that takes away occupied unhappiness. If you don't want to or don't have the time I understand, but I'd really appreciate it.
Well I have no official statement for why they get unhappy in the game...
But logically people get unhappy in real life when there are a lot of people for various reasons.
1. Population density, they just might be overcrowed.
2. The more people there are the more likely differing and conflicting ideas arises, thus political unrest.
3. Simply the lack of commodities, who knows... maybe not enough food, shelter, clothes, or maybe there might not be enough beach front property for all of them. So entitlement issues.
4. Maybe simply sanitation problems?
5. Too many smelly people?

3. Download a hard copy of the file
4. Go to "Documents/My Games/Sid Meier's Civilization V/MODS" and paste it in there
Then I am sorry don't know what to tell you. I use all of my own mods and only one other mod... they never failed to reload before... so I am not saying it isn't happening, I just don't have any exprience or idea how or why it happens.
I rarely every play Civ5 I am sorry that I couldn't of been more help. Maybe ask around on the steam community or Reddit?
Cause I don't know what to tell you... this mod is literally a change to one number in only one file.
If this mod doesn't work for you on a reload, then something else that is affecting your game's ability to load the file being changed.
