I think you can make halo 4 armored Elite!
If you look on the right next to the picture it says what type of addon it is. This one is a model (Ragdoll or playermodel). Under that, it says what it can be used for. You can do fun stuff or make a cool scene with this one. Remember that so you don't need to wait for a response to your questions.

Actually they changed the armor on purpose, in case you weren't paying attention in the first mission it is noted that these Covenant aren't outfitted like "normal Covenant" to capitalize the fact that they ARE NOT THE COVENANT. You can play through Spartan Ops and maybe do a little reading to learn more about the backstory, but apparently kids are "2kool4skool" now and don't read...
However, it is nice to know that I'm not the only person left on this planet that looks at the multiplayer in a game and moves on because "nothing makes sense".
