Everything works. The unique units are quite fun to play with. The civ has a David vs Goliath theme with the UA and the Legionary Uhlan. The UA can only really be used once because once you’ve used it, your force will probably be larger than the opponents’ for the rest of the game.
Manufactories are interesting improvements, giving +3 production to almost any tile. They can be used to make naked desert tiles useful, and are strictly better than resourceless mines and flatland lumber mills. Cities can achieve high production even in flat lands. A challenge is to balance the number mancufactories to the number of farms to also get acceptable growth. I give this civ a B+.

What Empire does this replace since I need to know because i'm creating a scenario.

I love the mod but: my ulans are flying in cirlces above target when they attacking. Just feedback, keep up good work ^^

I saw on the Civ V Custom Wiki that the Second Polish Republic doesn't found Warsaw nor Krakow, why is this?

And while the PZL wasn't incredibly useful because bombers were still better at actually bombarding things and the AI sucks at actually using air units. On the other hand the legionary uhlan is a very strong cavalry replacement, which is much faster than the landship, has almost as much strength and easily outshines the winged hussar with it's ridiculous combat strength; they might as well be called legendary uhlans.

This one seems to do very well in AI games, with a good AI focus on science, expansion and aggression - although you'd think that their UA would balance them towards a more defensive approach, they're usually a very significant threat with excellent production and economy, especially given that they can build their +3 production manufactories on jungle. Definitely one of the higher tier civs!

This man is scary, he just exterminated the other Poland, Germany, the Dutch, and me (Meiji's Japan) in King difficulty! Last game he wiped the USSR off the map.
