Actually it's zelda transformed as a sheiken boy via Impa's magic. How eles would she fool ganondorf and all his generals? Nintendo japan confirmed it, Nintendo America doesn't know anything about things they didn't create.

that's not the problem, the parts of his hair that arent importing are screwing up because they act differently from the rest of him, and the importer doesn't know how to handle it
