That's exactly right! The core idea was to speed up the building construction time to counteract the vanilla game's extremely slow province growth, which felt like it dragged things out too much. Thanks for the mod. Should probably clarify that it's not an actual Edict. It's just done in the background and is always in effect for the player. And the amount is 2000 extra growth.
