@ L_M , the range is already wide enough as it's also to make it not too wide compared to the explosion effect.& also there's the stumble effect on the survivor, so if the range is customizable & set too high that will be too OP & kill all zombies in a map instead.
As for the cooldown, it's to prevent spamming, because if there's more than one Atomic Gnome from the same owner, those gnomes will explode at the same time when one gnome already lands on the ground.

@ Magnus Caramelo , yes. The model will change based on the gnome mod you use. For example if you use a cute animal toy/ doll as the gnome, the cute animal/ doll will be the one dropping from the sky.
