The game has a built-in debug mode. You have to add "-debug_mode" (without quote marks) to your launch options to access it normally. It comes with debug text and console access by pressing the tilde key. Maybe non-American keyboards would have to change the keybind for console somehow, because tilde might not be on their keyboard. Look in the settings for it.
Anyways all that was for vanilla without this mod. What this mod basically does is turn on this built-in debug mode without having to add the launch option and relaunch the game. You hit the F10 key to turn it on/off, and then you should notice purple debug text when you hover over a province or other things. That means it is on, and try hitting the tilde key to open the console.

I suspect this mod wouldn't be achievement compatible. This game is brand new, and achievements with mods was only added to Imperator Rome around the very end. Heck EU4 and CK2 still require strict vanilla Ironman for their achievements.
