that's tied to your religion's gender doctrine.
if your faith is 'male dominated', only boys are eligible for the children's examination. if it's 'equal', then gender doesn't matter. and if it's 'female dominated', then only girls can take it.
If I were to implement that idea, I'd consider adding a decision for independent celestial realms to switch to 'meritocratic' after the hegemony collapses.
my only hesitation is that it feels a bit like a cheat. ultimately, the meritocratic and celestial systems are basically the same framework, just with different restrictions, so this feels like it's just exploiting the mechanics. I'll have to think more about whether it's the right move to implement.

So in its purest form, the ability for a warlord to stay a king under an Emperor/Hegemon (such as if you manage to vassalize Viet or Dali).
Good idea, but I've found that when using this mod, there isn't much difference between a non-hegemonic celestial government and the meritocratic government. If the warlords hold the celestial kingdom title, it functions very similarly to the Meritocratic government.
That law is hard-coded for the celestial government only. It is also tied to the celestial government cycle, so it would be difficult to add that feature to the mod.
