2) Instead of nerfing the suit's resistances, what if you removed it suit-walk-animation? If you are combining the PUCS and the default EXO-suit, shouldn't it be a net-positive to defense?

The Forgotten Exosuit is already a high-tier endgame item, with a complex crafting recipe that requires both the pucs and a regular exosuit, plus high reputation requirements.

on the topic, you say you have no ideas for other mods... but what about bioshock exosuits? this looks very similar to one of them, i think it could be peak
