If this does not fix the issue, it could only be a bug as far as I can see.
But great tip about the script change to keep playing, thank you!!
If you wish to continue playing after the WIN, open the "scn.xml" file and right at the bottom of the script change:
<action type="QuitGame" success="true"/> true to false.

I did get credit for having a population of 400 when I only had about 358 people. I had never gone above 400, so not sure if that is set correctly.
I LOVED that I finally had a map with plenty of farmable area. No weird hills or bumps to throw off my perfect lines of trees and crops.
What made me saddest was when I completed all of the challenges, there was no option to continue playing. =( I had so many more crops to plant! To keep playing, just never buy out that last tech (for me it was netting).
Wonderful scenario, I highly recommend it to anyone who likes to farm and is tired of having to farm around hills, bumps, and lakes.
If you require more, you can always modify the environment "xml" files to get more mines.
Hope this will satisfy your desire for large populations
Enjoy it, it was a lot of fun for me.
Have also adjusted raiders in late game, a bit more difficult.
