I figured it out, you need to have Tiny City under Heroes of Antiquity.

Order should be:
This patch
Heroes of Antiquity
Tiny City

Athens generals are T-posing. Sparta generals are fine.
I have everything from each mod and have ordered them correctly.
This mod
Tiny City
Heroes of Antiquity
Legendary Empires HD (all of them)
DEI 1,2,3

@Lickher_ish no only this one for generals from IrishBandito because it edits startpos file as well as Tiny cities does so they won't both work properly togheter

wait i didnt realize do all the LE mods need a patch ?

@Ninmah probably another mod editing startpos messing up, or you're missing the requirements from the original mods

The Athenians appear all bugged but the Spartans are ok, I put it as suggested but maybe it is in conflict with some submod although I find it very difficult but it is a possibility
