I personally want to try it, but I haven't tested Song of the Return yet. Also, given the huge difference in time periods, if I were to make it compatible, I would essentially have to create a completely separate mod. The mod looks great and I will definitely try it out in the next update. If I like it and have the time, I will create a dedicated mod for Song of the Return, drawing inspiration from some elements in my own mod

If you conquer a settlement that contains this building as an external invader, you can plunder the cities the arrogant Altmer struggled for centuries to build. Unlike the Altmer, this building will not impose maintenance costs on you, allowing you to exploit their beautiful cities for many years
I’d like to let you know that I’ve drawn up a nice roadmap — I made a roadmap that includes the ideas you suggested and the fun/comical things that come to mind when I’m drunk. I will gradually add new things to the mod in a planned way
Also, in the Lore, there are unique structures and Cities built using magic, apart from those built by Shalidor. In short, I made this trait for Mages who build unique structures using magic. During an RP, I built wealthy Cities all over Tamriel as a Landless Wandering Mage, and I thought it would be great to have a trait exactly for that RP.
The Frostborn Trait has been fixed/some negative effects have been added, but their full stories, special events for them, etc., have not been implemented yet, so for now, they can still only be taken in the Character Creation screen.
Feedback - Balance
Frostborn/Aetherial Architect/Court of Living Groves feel like they're way too impactful and I'd recommend nerfing their highest bonuses by 50-80% then spreading these stats around lifestyle specializations like Tonal Magic, Mysticism, Thaumaturgy, Witchcraft, Aetherial, Shadow, Shehai, Thu'um, Soul Magic, Vampire Lord, class lines from ESO, Alchemy, Enchanting, Guild/House Ranks and more.
Feedback - Lore
There isn't really an Aetherial Architect in the lore. There's CHIM and then there's a Tonal Architect which both seem like better flavor for what you're going for. You might also confer some of these bonuses from mastering Alteration. If you want to preserve the Aetherial angle, take a look at the Lore:CHIM, Lore:Varliance and Lore:Aetherial Fragments pages on UESP.

and what this mod do to Necromancers and Liches?
To give a funny example of what’s coming — mages with the “Lustful” trait will be able to spend their monthly Magicka/Arcana points to gain “special” personal bonuses. My goal is to expand and diversify every possible RP experience.
Right now, I’m working on content for Necromancers, and once that’s done, I’ll start adding new cultural traits and diversity to Tamriel’s various cultures
for example, something like an “Alinor Architecture” cultural trait for the Alinorians
