It is still not so cold yet in the middle of November in my current run since it is around zero degree, but I hope that it will start getting colder in December. Otherwise I will try the mod in my next run. :)

Unfortunarely, if you use the latest version but mod still doenst work, there is no many options to fix it. Try verifying your game files or reinstalling PZ.
This mod has very simple code - I made it for purpose to make it an extremely compatible with any other mods and avoid bugs, that means that its not like the fault of Cold Winters, so I suppose one of your mods causes this issue.
If you have enough time you can run game in Debug mod and start new sandbox game with Cold Winters only (choose January as start month). Watch the temperature - it should be like -18 during the day and -26 during the night (just for example). If its not the only thing I can recommend you to uninstall-install the game.
There are many mods in my current run, but most of them are car mods, and also I have Jukebox and the bathtub mod too. I don't have any other weather mods, so they shouldn't interfere with cold winters.

In my current run it is November already, but I just had a little bit of snow and around zero degree, which is not very cold. Maybe it will start to get really cold in December?
I checked the previous comments, and tried to unsub, resub, put cold winters at the top of all my mods, but it still doesn't work. I'd really love to have this mod in my current run since it is just what I want. I found this mod after starting my current run. Is there something I can try to make it work?
This mod changes December, January and February. It also makes November and March colder compare to vanilla one.
Unfortunately, there is no way to use infinity winter/autumn/spring/summer mods with this one, because they change games climate the same way as "Cold Winters".
Minor update:

- Fixed critical issue that broke main lua script for climate. Since v1.6 most of players may notice that games climate doesnt really change in some conditions (for example, if you start your new game not in november or december). It works properly now for everyone.
- Failure chance for generators has been slightly increased.
- Size of a region where script is trying to find a generator to make it stop has been reduced.

I’ve tested my mod with standard RV mod and they work fine together. You should not face any bugs.
And I also got the answer to your previous question: vehicle’s interiors are immune to generator failures, because your interior is powered by car battery, not virtual generator, so you have power inside a vehicle until car battery has charge.

If you are talking about built-in electrical system in vehicle, I didn’t yet test it. Depends on how the game is perceived this system. Anyway I’ll say in advance that I think built-in generators won’t failure

While mods like Cryogenic Winter have always existed, your idea of having It creep in naturally is far better. Winter was never really an issue before -nor was the idea even preparing for it. Even with loot rare.

Technically it works but your crops will likely die but you could plant some of them indoor. I guess that’s the only way.
And don’t worry your animals won’t die of cold - in b42.12 they are not sensitive to temps.
I already had my October crops die of a snowstorm in November (Leeks and Turnips)
Yeah they only happen in the winter months. Unfortunately, there is no way to reduce the chance right now, but I’m working on adding a blizzard chance adjustment through the sandbox settings
And also is there any way to reduce the chances of a blizzard happening?

- Temperatures during spring and autumn months have been adjusted. Previously, there were issues where snow sometimes wouldnt melt even in May, and growing crops was difficult due to very low temperatures. The mod’s code now works with a slightly different logic that (finally!!) prevents this, so now you can farm.
- The minimum temperature during winter has been reduced by 8%.
- The minimum and maximum durations of blizzards have been slightly increased.
