Though I'm thinking there might be something else going on, since even changing the marsh to water via dev mode isn't allowing the Fishbay. I'm gonna play around with it, see if I can get it to work in other places, see if I can pinpoint why it won't work here.
Is this intentional? There is no errors or anything when I try to place it.
However, I was worried because mousing over the lake didn't show 0/250. It just stopped showing the fish at all. It still listed them when I clicked on my existing fishing zone, but the mouse over showed nothing.
Side note, if anyone knows a way to restore the fish population with dev mode, let me know. I tried looking, but didn't find anything.

Also, it's possible to do more. In real life, gas is produced from feces by adding the necessary bacteria. So, there's an expanded Vanilla gas mod.
You can connect sewerage and electricity to your device, producing gas and increasing the fish population. (I don't know how difficult it would be, but I think the idea itself is interesting.)
I know, actually implementing what I wrote would be a real pain.
