I don't think there's been many (if any) changes to how bulk .csv's are handled over the years, so as far as I'm aware it should be backwards-compatible, though I couldn't definitively say how far back exactly. The only exception would be if there was a star that was once in the SpaceEngine catalogs that has since been removed for some reason then you could potentially end up with two of them if this pack adds that same star.
