@GenericGamer420 I don't think they should be able to get a core on Finland. Most of these would be pre-existing SSR being expanded as was the case with Western Ukraine and Belarus. I think that at most I think the state of Trabzon, Southern Azerbaijan, and Southern Bessarabia should be coreable with the a-historical ones requiring compliance.

@imvdm @Bull Thanks for the idea, I think I will add more focuses similar to what I have right now (ex. allowing integration of Finland after doing Secure Leningrad if you manage to fully defeat and annex/puppet them)

mr mvp is right, also if you want you can be more ambitious with it and add a small focus tree section that culminates into this focus (or just change up the focuses that give you war goals type shi)

go further, add Kurils + South Sakhalin + Kaliningrad, consider plausible ahistorical integrations: South Azerbaian, Finland SSR, northeast Turkey, Constantinople.
