@finallyciv It's cause of balancing reasons. Friend or Lover requirement puts a gateway to this interaction and getting hooks. It entices player to get strategic friends or lover to get benefits. Maybe you are friend with your liege he turns a blind eye to your doings on behalf of your friendship or maybe you seduced your emperor and you want to use him for some favors so I thought it would create some interesting stories.

Good idea! I always found it boring that you had to go to the Intrigue Tree to obtain hooks. But why limit it to friends and lovers? I don't think a friend would need to be bribed as much as a non-friend vassal.
