It's Not-So Team Captain + Mutton Mann as one cosmetic. That's fine by me. And, it's paintable.

Yeah the Decorated Veteran is essentially just a combination of the Bloke's Bucket Hat, Bomber's Bucket Hat, Hawaiian Hunter, Reel Fly Hat, and Summer Hat in one (and it looks awful). If this hat was shown on the concept art of the Team Captain as a possible alternative it would not be out of place considering it's nearly identical.
