also they gain claims on all roman provinces :p
the biggest problem is the spiral, omce you get to negative stab, you get devastation throughout every province tanking mandate
- Mandate = Imperial Authority Like the HRE there should not be any negatives for low authority or positives for high, it is there to enact reforms however I am going to make it so ARA interactions cost mandate like bestowing titles, revoking titles, inviting to join ARA/ becoming a free state it will limit spamming titles and add more levels of interaction and planning/resource management. might even look at other kind of interactions with members.
-Meritocracy looking over legitimacy in MT I have some what matched it in values but more of a administrative/bureaucratic focus instead. will looking at tweaking the cost of decrees but making more of them competitive as I feel some can be more a pass vs others.
as of now I have pushed out what has been done so BYZ isn't to crippled even more than it already is or punished more than it already is.

tweaked liberty desire from negative mandate being stupidly high
fixed ARA and Free states joining your wars
fixied a lot of issues,
fixed a lot of the values.
fixed the problems with the Serbian war.
fixed not being able to form allies.
fixed pope being invited to ARA
improved the AI acceptance for Subjects
tweaked mandate lost to flow better.
fixed modifier bloat my moving most stuff into static modifiers and some into missions tree
added mandate to the missions where legitimacy would normal be and more
did also allow crusader states for the ERE
Two suggestions:
1. A way to diplomatically reunite with Trebizond and maybe to put a Komnenos back on the throne (maybe if you lack a male heir)
2. Maybe tweak MEIOU's culture conversion mechanics to let you "Romanize" reconquered provinces. It can still be slow, but maybe it doesn't require proximity if you control all the provinces of a specific culture.
Is there going to be a version for vanilla EU4?
For some reason starting with the "mandate" stopped you from having factions.
now after a few In-game days on a new save you gain the mandate enabling the Empire generaly before 1st of Feb tick.
For Current Saves - Factions are added back if you seem to be missing them should take 1-30 in-game days.
Also by handing out the new titles for the new subject types you gain mandate for expanding the empires lands.
